This change https://zuul.opendev.org/t/openstack/buildset/b5a18f2e48a047d7b5d129cbe92edffa has passed the gate jobs but is now labeled 'Ready to submit'. I've never seen this before and I'm not sure why it happened or how to get the change to merge. The branch merges cleanly to master (and Gerrit is not warning of a merge conflict). I can't find any hints in zuul as to what 14:29
