njohnstondavidsha: It does use OpenFlow, but it is an agentless approach where the neutron-server communicates to an OVN northbound ovsdb, and then changes propagate from that to the various ovsdb databases on the computes (southbound) that have actual openflow rules.  But the language of the ovn northbound db is different.  I'd suggest getting in touch with an OVN expert like lucasagomes or otherwiseguy - they can advise you better.16:31
