lennybI also had similar issue with python-lockfile package and had to remove it eventually ( sudo apt-get remove python-lockfile )05:31

lennyblooks like permission issue somewhere. if you run it as root, then probably some of the created files have root permissions and user zuul fails. can t you run bash -x /etc/init.d/zuul star18:31
