That is correct. Upload the application, configure FQDN (service-parameter-add) and then apply the app.
In my tests (using StarlingX Master), if the FQDN is configured AFTER the application is already applied, it takes a while (30 minutes aprox.) for all required jobs to run to update the endpoints.
As far as I've been able to debug this, there isn't much that can be done here as this is the way that openstack-helm is designed. For **StarlingX Master**, I've created a doc input mentioning this.
