fungiright now login.ubuntu.com's maintainers' top priority is to keep it working for launchpad and other ubuntu/canonical services, and if something broken which prevents other systems (for example, opendev's) from being able to authenticate then that's less of a priority12:58
fungialso we semi-regularly find cases where authentication just doesn't work for specific accounts, but since we only control one side of the protocol exchange it's very hard or sometimes even impossible for us to identify the problem12:59
fungimordred and kmalloc were looking into near-term solutions as a stop-gap until keystone added support for the bits we'd need, but i'm not sure where that ended up13:00
