Gerrit is running, Zuul is running... how do developer introduces new project via code review process? I know you can use ssh or web ui to create the project. But i don't want that. I imagine some specific CL submitted "somewhere" to kick in review process and ci/cd if +2. So that there is way to enforce certain projects hygiene.
