It seems to me that Zookeeper is deeply integrated with components like scheduler, executor, nodepool and web.
Is my understanding correct?

Zuul has a hard dependency on zookeeper.
@f2ked:matrix.orgI am using `nodepool` to create `executors` in a cloud, the scheduler never touches them.14:23
Currently using `labels.min-ready` to manage how many there are, is there a better way?
