09:21:39 <hiro-kobayashi> The tempest plugin used json.loads which accept str. In python3, str is different from bytes. So it failed.
09:23:06 <hiro-kobayashi> To my understand, in Python2, json.loads can accept str, which means it also able to accept bytes in Ptython2
