00:27:39 <thinrichs1> Heard the anecdote that operators want policy defined in a configuration-management-system, as opposed to thru an API into Keystone.

00:28:31 <thinrichs1> And possibly because of a holdover from thinking of policy as config.
00:28:48 <thinrichs1> Also possibly because they didn't feel a need to change the policy at runtime.
00:30:26 <thinrichs1> Also sounds like projects aren't necessarily using the existing policy rules all that thoroughly, which would cause operators to be unincentivized to change the policies, which would give projects even less reason to utilize the existing policy functionality.
