00:34:21 <thinrichs> Idea has always been that you need another layer because not every project in OS is aware of what every other project is doing.
00:34:36 <thinrichs> Information needs to flow from one project to inform what's happening in another project.
00:35:04 <ekcs> it may be that we just want to define specialized behavior for that domain instead of in any generic policy layer. or it may be we really want a generic policy layer.
