15:15:14 <bnemec> Note that the past cycle or two we've been branching Oslo libs early to unblock feature work as soon as possible.
15:15:47 <bnemec> However, it's still best not to merge highly intrusive features until after the release ships so we don't mess up backports of any last-minute bugs.
