   1. for affinity policy, VMs in the same server group needs to be placed in the same bottom pod, if AZ-pod binding is changed, creating a new VM in a server group that already has VMs will fail (joehuang, 13:41:46)
   2. anti-affinity policy, AZ-pod binding change has not impact, since creating VMs in different bottom pods also satisfies anti-affinity policy (joehuang, 13:43:27)
