The plan from here: fold the dedicated tox-matrix-eavesdrop env + check/gate job into 995756 so we don't leave the linters job half-migrated, and rework 995759 to stand up a test Synapse via a run_test_playbook, drive the meeting, and assert the rendered minutes in testinfra - dropping the standalone scripted harness but keeping the unittests tox-runnable for local dev.
