And I was under the impression that it cannot works if glance show_multiple_locations config is false (which is the default (https://docs.openstack.org/glance/latest/configuration/glance_api.html#DEFAULT.show_multiple_locations), as nova never seems to call the dedicated route to get locations17:37

I don't know if it normal/bug, or if I missed something else, but I could never make it even try to see if download_handlers existed without a bit of modification in the nova code17:37
