phschwartzvishy: It turns out it is a pure debian issue. The dhcp client brackgrounds and there is no way to tell it to not. This causes it to get to rc.local prior to the interface coming up with an IP address and routing. The only solution is to either script a setup outside of rc.local similar to cloud-init that runs very late in the startup, or put a sleep in the rc.local to get it to wait till the dhclient command ran in the background.18:06
